The Committee shall have no legislative powers of its own but shall be an advisory body to the Town Council concerning the matters with which it is charged, and the Town Council will receive and consider the Committee's recommendations in the construction, enlargement, improvement, maintenance, equipment, operation and regulation of the Duck Trail.
