§ 151.53 REFUSAL TO ISSUE; APPEAL TO TOWN COUNCIL.
   (A)   If, in the opinion of the Building Inspector, the moving of any building or part thereof will cause injury to persons or property, either public or private, or injury to the streets and other public facilities of the town, he or she shall not issue a permit, and the building shall not be moved over the streets of the town.
   (B)   In the event that any permit is refused by the Building Inspector, the owner or contractor may appeal therefrom to the Town Council, and the application shall be passed upon by the Council at a duly convened meeting thereof.
