§ 151.52 PROCEDURE FOR MOVING A BUILDING FROM A LOCATION WITHIN EITHER AN OCEAN HAZARD OR AN ESTUARINE AEC.
   (A)   Obtain a CAMA permit, if required.
   (B)   At a minimum, the following building permit provisions shall apply:
      (1)   All pilings and portions of pilings shall be removed from the ground and site in their entirety; all electrical, cable, telephone and water service pipes and lines shall be removed to the point of their service connections; all septic tanks, drain lines and service lines shall be removed from the site in their entirety; all broken glass shall be removed from the premises and disposed of appropriately prior to moving the structure;
      (2)   For structures relocated on the same lot and within an ocean hazard AEC, all concrete/asphalt shall be removed (unless permitted by CAMA) oceanward of the relocated structure;
      (3)   In all other cases, all concrete/asphalt within the ocean hazard AEC shall be removed from the site;
      (3)   All sandbags shall be removed; and
      (4)   All debris shall be disposed of utilizing approved disposal sites.
   (C)   To ensure compliance with this subchapter, the town code and the building permit, the holder of the building permit shall contact and receive approval from the Building Inspector prior to proceeding with the following schedule. Failure to call for any required inspection(s) shall result in the assessment of a fee as set forth in the consolidated fee schedule of the town. All septic tanks, drain lines and pilings shall not be removed from the site without specific authorization from the Building Inspector. After the issuance of a building permit for moving a structure, the following minimum procedures shall be followed:
      (1)   The applicant shall contact the Dare County Department of Environmental Health to locate on-site the septic tank and drainfield;
      (2)   Prior to commencing work the applicant shall inform the Building Inspector and the Building Inspector shall inspect the site and count the pilings;
      (3)   After the Building Inspector inspects the site in division (C)(2) above, the applicant may remove the structure from the foundation;
      (4)   After removal of the pilings, septic tank and drain lines, and prior to their removal from the site, the applicant shall call for an inspection, and shall receive approval from the Building Inspector prior to continuing work;
      (5)   The applicant shall remove all debris and clean up the site;
      (6)   In an ocean hazard AEC, the applicant shall remove all sand bags, rebuild and stabilize the dune, then call for inspection of the site by the Building Inspector and CAMA official. If the site is found in compliance the Building Inspector shall issue a certificate of compliance; and
      (7)   In an estuarine AEC, the applicant shall call for an inspection of the site by the Building Inspector and CAMA official. If the site is found in compliance the Building Inspector shall issue a certificate of compliance.
