9-1-3: SCOPE AND APPLICABILITY:
   A.   Compliance Required: No person or agent shall subdivide for the purpose of transferring, selling, conveying or assigning any tract or parcel of land which is located wholly or in part within the county, except in compliance with this title.
   B.   Approval Required: No person or agent shall sell, exchange or offer to sell or exchange any parcel of land which is a part of a subdivision, or record in the office of the county recorder any subdivision plat, unless the subdivision has been approved by the county according to the provisions of this title.
   C.   Issuance Of Building Permit: Neither the zoning administrator nor the building official shall authorize any building permit unless the plans for the proposed erection, construction, reconstruction, alteration, or use fully conforms to all provisions of this title. (1998 Code § 16.04.030)
   D.   Penalty For Violation: It is unlawful for any "person" or "agent", as defined in section 9-1-4 of this chapter, to sell, offer for sale, agree to sell, exchange, or otherwise convey any parcel, tract or plot of ground which is subject to the provisions of this title and title 8 of this code, or record in the office of the county recorder any subdivision plat, without first having complied with the provisions of this title and title 8 of this code. Any person violating the provisions hereof shall be guilty of a class C misdemeanor, subject to penalty as provided in section 1-4-1 of this code, for each lot or parcel so transferred or sold, or any plat so recorded.
   E.   Further Subdivisions: It is unlawful for any "person" or "agent", as defined in section 9-1-4 of this chapter, to further divide any plot, lot, or tract of land within an approved subdivision prior to obtaining approval of the county as provided in this title.    F.   Violations Prohibited: It is unlawful for any person, firm or corporation to erect, construct, enlarge, alter, repair, move, improve, remove, convert or demolish, equip, use, occupy or maintain any building or structure, or cause or permit the same to be done, in violation of this title and title 8 of this code, or any other adopted state or federal codes.
   G.   Applicability: All lots, plots or tracts of land located within a subdivision shall be subject to this title, regardless of whether or not the tract is owned by the subdivider or a subsequent purchaser, transfer or holder of the land.
   H.   Deed Recorded: Upon the sale, transfer or conveyance of any lot, or interest in any lot which is a part of a subdivision, the subdivider shall record a deed or a notice of interest evidencing such sale, transfer or conveyance.
   I.   Utilities Require Permit: A building permit from the county shall be issued prior to utility companies hooking up any service in the county. Said building permit is to be issued by the building official to ensure compliance with all of the ordinances of the county. (1998 Code § 16.04.030)
