9-1-1: PURPOSE AND INTENT:
The underlying purpose and intent of this title is to promote the health, safety, convenience and general welfare of the inhabitants of the unincorporated territory of the county in the matter of subdivision of land and related matters affected by such subdivision. The word "shall" is mandatory; the word "may" is permissive. (1998 Code § 16.04.010)
