The following words and phrases used in this chapter shall have the following meanings unless a different meaning clearly appears from the context:
ATTACK: A nuclear, conventional, biological or chemical warfare action against the United States of America, or this state.
DISASTER: A situation causing, or threatening to cause, widespread damage, social disruption, or injury or loss of life or property resulting from attack, internal disturbance, natural phenomenon or technological hazard.
EMERGENCY OPERATIONS PLAN: The formal plan compiled by the emergency manager and approved by the county commission, providing emergency operations procedures to be used during a disaster.
INTERNAL DISTURBANCE: Riot, prison break, disruptive terrorism or strike.
LOCAL EMERGENCY: A condition in any area of the county which requires that emergency assistance be provided by the county or the affected political subdivision to save lives and protect property within its jurisdiction in response to a disaster, or to avoid or reduce the threat of a disaster.
NATURAL PHENOMENON: Any earthquake, tornado, storm, flood, landslide, avalanche, forest or range fire, drought or epidemic.
TECHNOLOGICAL HAZARD: Any hazardous materials accident, mine accident, truck wreck, air crash, radiation incident, pollution, chemical weapons incident, structural fire or explosion. (1998 Code § 8.30.012)
