A. Establishment Of Rules And Regulations:
1. Solid Waste Management: The county commission shall adopt, revise, revoke and enforce such rules and regulations governing the health, safety, welfare and environmental aspects of solid waste management within this county as it deems appropriate. Such rules and regulations shall not be construed as exempting any person from complying with applicable state and federal laws and regulations. (1998 Code § 8.20.200)
2. Waste Management Facilities: The county commission may also adopt regulations and guidelines governing the administration of the Blue Bench landfill and other solid waste facilities, including assessment of fees for use of the same. Such regulations and fee schedule shall be posted at the Blue Bench landfill and otherwise made available to the general public for its use and inspection. (1998 Code § 8.20.210)
B. Appointment Of Administrator: The county commission shall appoint an administrator of solid waste management to be responsible for the administrative management of this chapter and the rules and regulations pertaining to solid waste management and the Blue Bench landfill, and to coordinate solid waste management efforts with the Uintah Basin district health department, the county director of planning and zoning, the sheriff's department, the Ute Indian Tribe, and federal, state and municipal authorities involved in solid waste management.
