Any person receiving a notice of violation may appeal the determination of the city manager to the city council. The notice of appeal must be received by the city manager within fifteen (15) days from the date of the notice of violation. Hearing on the appeal before the city council shall take place within fifteen (15) days from the date of receipt of the notice of appeal. The city council may rescind, modify or affirm the notice of violation. The decision of the city council shall be final. (2007 Code § 44-303)
