The Advisory Council shall advise the Director in the preparation of the budget. The County Council shall appropriate such funds as it may deem necessary for the purpose of emergency management. All funds appropriated, or otherwise available, to the Department of Emergency Management shall be administered by the Director, subject to the approval of the County Board of Commissioners, in the same manner as provided by law or ordinance for other county funds, except as otherwise provided under § 33.18(B)(1)(i) through (B)(1)(k).
