(A) In making appointments under § 32.21(A), an appointing authority shall appoint members on the basis of his or her interest in, and knowledge of, parks and recreation.
(B) It is the desire, but is not mandatory, that the members appointed under § 32.21(A) are a representative of each area school district within the county.
