(A) For new sidewalks, construction:
(1) Will conform to § 604 of the State Department of Transportation Standard Specifications;
(2) Will conform, and be designed, in accordance to the Americans with Disabilities Act, being 42 U.S.C. §§ 12101 et seq.;
(3) All plans shall be submitted to the County Board of Commissioners for review and approval;
(4) All sidewalks constructed, altered, or repaired must be designed to accommodate, and not obstruct, the drainage, and as to not negatively affect the adjacent streets; and
(5) All sidewalks constructed, altered, or repaired must comply with § 150.03.
(B) For the maintenance of existing sidewalks:
(1) The property owner is responsible for the maintenance of existing sidewalks in the public right-of-way;
(2) All maintenance and alterations to existing sidewalks must still conform to § 604 of the State Department of Transportation Standard Specifications;
(3) All maintenance and alterations to existing sidewalks must still conform to the Americans with Disabilities Act; and
(4) All maintenance and alterations to existing sidewalks are subject to review by the County ADA Coordinator.
(C) For sidewalk specifications:
(1) Sidewalks shall be constructed of Portland cement concrete with a 28-day compressive strength of 3,500 psi;
(2) Sidewalks shall be at least four feet wide and four inches thick; and
(3) Sidewalks shall have a cross slope of one-quarter inch per foot for drainage purposes.
