Any person found to be in violation of this chapter shall be required to pay the sum of $25 as penalty for the first such violation, and shall be required to pay a penalty of not less than $25, nor more than $100, for each subsequent violation. The destruction of any impounded animal shall not release the owner thereof from any penalty or costs described in this chapter, plus attorney’s fees incurred in the collection thereof.
