§ 90.03 FIRE PROTECTION DISTRICT.
   (A)   The name of the fire district shall be the Northeast County Fire Protection District.
   (B)   Said District shall be composed of the following real estate located in the county to-wit:
      (1)   All of Columbia Township;
      (2)   All of Hall Township north of a line running from the southwest corner of section 19, township 1 south, range 3 west to the southeast corner of section 24, township 1 south, range 3 west;
      (3)   All of Marion Township north of a line running from the southwest corner of section 29, township 1 south, range 4 west to the southwest corner of section 27, township 1 south, range 4 west, thence north to the half-section line of said section 27, thence east along the half-section line to the east section line of said section 27, thence north to the northeast corner of said section 27, township 1 south, range 4 west, thence east to the northeast corner of section 25, township 1 south, range 4 west; and
      (4)   All of Harbison Township east of a line running south from the southwest corner of section 15, township 1 north, range 4 west to the southwest corner of section 3, township 1 south, range 4 west, thence west on the south line of section 4, township 1 south, range 4 west to the Patoka River, thence following the Patoka River southwesterly to the south line of said township.
   (C)   Said District is established for the purpose of providing fire protection for real and personal property located within said District, to promote fire prevention activities within the District, and to permit activities and functions reasonably related to fire protection and prevention.
   (D)   The need exists for the establishment of said District so as to provide revenues for continuation of fire protection services within the District.
   (E)   The public health, safety, and welfare of the residents and property owners of the territory can be assured by the securing of sound financial planning for the delivery of fire protection services.
   (F)   The costs and damages incurred because of the District is expected to be less than the benefits to be derived because of the establishment, and such establishment is not conditioned upon the receipt of any state or federal grant.
   (G)   The Board of Trustees of said District shall consist of five persons to be appointed by the County Board of Commissioners, with one such Trustee to be appointed from each township, or part of a township, contained within the District, and one Trustee to be appointed at large from within the District, and with the term of each appointment, except for the original appointments, to be for a period of four years.
