(A) Any law enforcement officer, the County Highway Supervisor, or the County Board of Commissioners may prohibit operation of an off-road vehicle on a county highway during emergencies.
(B) All law enforcement officers in the state shall have the power, and it shall be their duty, to enforce the provisions of this subchapter, unless otherwise prevented by state statutes regarding the enforcement of state laws.
(C) All expenses related to the improvement and transportation of any off-road vehicle used in violation of this subchapter, and impounded by a law enforcement officer, shall be paid by the owner of such vehicle prior to the release thereof.
