(A) Every effort will be made to promote and implement the recycling, or reuse, of every possible product used in the county.
(B) Every effort will be made to identify, inform, and educate the public of their options for the reuse of materials, rather than final disposal.
(C) Every effort will be made to keep the costs of waste disposal to a very minimum, and yet do so in an environmentally sound, and approved, manner.
(D) Every effort will be made to identify, prosecute, and remove any illegal waste disposal site, and those persons owning or using said site.
(E) Roadside waste disposal will not be tolerated in any form.
