§ 32.20  MAYOR AS PRESIDING OFFICER.
   (A)   (1)   The Mayor shall preside at meetings of the Council.
      (2)   Pursuant to the authority of KRS 83A.130(5), the manner by which a member of the Dry Ridge City Council may be selected by members of City Council to preside at meetings of City Council in place of the Mayor shall be as follows:
         (a)   At the commencement of an official meeting, the reasons and grounds specifically regarding why a Councilperson needs to preside at the meeting in the Mayor’s stead shall be proved and placed of record.
         (b)   The name of a Councilperson, under due second, shall be placed in nomination as meeting presider, who must be then elected as meeting presider by an affirmative vote and of the majority of the entire membership of Council.
         (c)   Upon due election as provided above, the Councilperson-presider may chair and conduct the meeting’s agenda and business in accordance with KRS 83A.130(5)). (Old Code, § 120.6) (Ord. 383, passed 1-3-83; Am. Ord. 711-2007, passed 4-2-07)
   (B)   The Mayor may participate in Council proceedings, but shall not have a vote, except that he or she may cast the deciding vote in case of a tie.
