(A) Funds necessary for the establishment and continuing operation of the service shall be derived from charges to be collected from local exchange telephone subscribers in the area to be served by the 911 emergency telephone service on an individual exchange line basis limited to a maximum of 25 lines per account.
(B) All revenues from a tax or fee expressly levied to fund 911 emergency telephone services shall be expended solely for the funding and operating the 911 emergency telephone service and for no other purpose.
(C) Any participating governmental unit or legislative body may apply for and so accept federal monies and any contributions or donations made from any source legal for the purpose of funding and operating the 911 emergency telephone service.
