§ 97.14  DEAD OR DISEASED TREE REMOVAL ON PRIVATE PROPERTY.
   The city shall have the right to cause the removal of any dead or diseased trees on private property within the city when such trees constitute a hazard to life or property, or harbor insects or diseases which constitute a potential threat to other trees within the city. The City Tree Board shall notify in writing the owners of such trees requiring removal under this section. Any removal shall be done and effected by the owners at their own expense within 60 days after the date of service of the written notice referred to herein. In the event a noticed owner fails to comply with the removal provisions herein, the city shall so have the right and authority to remove such trees and charge the cost and expenses of removal being a lien upon the person of the owner/owners and a lien upon the real property upon which the tree/trees be situated which lien may be enforced and collected by permitted legal action and, further, the cost and expenses of removal shall be listed and included upon the owner’s tax bill for the year of removal and so paid by the owner in addition to taxes listed thereupon.
