It shall be unlawful for any person to engage in any game, kick or throw any ball, stone, stick or other missile, whether by foot, hand, sling, bean-shooter, air rifle or otherwise upon any street, or to obstruct any street, or alley crossing in any manner, or for any number of persons to congregate at any point upon any sidewalk in the town so as to hinder or interfere with the free passage of pedestrians thereon.
