Any vehicle or motor vehicle that is stopped, parked or otherwise so located upon any street or roadway within the city under a declared snow emergency, and so stopped, parked or otherwise so located upon any such street or roadway in violation of an order, mandate, directive, restriction or prohibition, shall be deemed to be illegal and in violation of this ordinance and shall be relocated or moved by any appropriate method, including tow, the costs of which shall be paid by the owner or user of the said vehicle or motor vehicle.
