Whenever the Mayor or Chief of Police, alone or in concert, so find that the existence or forecast of or for falling snow, sleet or freezing rain will create a condition which makes it necessary to restrict or prohibit the use, travel or parking of motor vehicles upon any or all of the streets and roadways within the city, the same may declare the existence of a snow emergency and then announce and give notice of such snow emergency providing therein the commencement date and time; any orders, mandates, directives or prohibitions applicable to vehicles or motor vehicles; and a designation, general or specific, as to the streets and roadways within the city to be covered by such declared emergency.
