No customer, person, firm, company, corporation, business enterprise, or entity shall cause or permit any water drawn from the water mains and lines of the city to be piped or otherwise directed onto the lands of another for consumption, use or any purposes whatsoever whether the lands of another be within or without the corporate limits of the city water system.
