The costs and charges payable to the city to have the city make or supervise the making of a boring or tap into the city’s water mains and lines and to set and install an appropriate water metering device or to supervise the setting and installation of an appropriate water metering device are so fixed, set and established as follows:
(A) The sum and amount of one thousand dollars ($1,000.00) to make a tap and install the appropriate water metering device for a bore diameter of five-eighth’s (5/8ths) by three-fourths (3/4ths) inches, plus costs and charges extraordinary as may be incurred by the city to so make and effect the requested tap and install the required water metering device for a residential user/customer only.
(B) To effect or supervise a tap having a bore diameter of greater than five-eighth’s (5/8ths) by three-fourths (3/4ths) inches, and install or supervise the installation of the appropriate water metering device for a bore diameter of greater than five-eighth’s (5/8ths) by three-fourths(3/4ths) inches, the charges due and payable by the user/customer non-residential, shall be those costs and amounts as determined or estimated by the city to effect or supervise the tap and to effect or supervise the due installation of the required water metering device/unit, all duly set forth within a written agreement containing therein a provision and covenant regarding extraordinary expenses and costs which may be incurred by the city to effect or supervise the tap or installation of the appropriate water metering device/unit, all payable by the city’s user/customer non-residential before the water lines be charged or service provided, and with such costs and charges to the non-residential user/customer being not less than the sum and amount of one thousand dollars ($1,000.00) plus all costs and expenses actual and extraordinary, all payable by the user/customer non-residential; and for apartment units or apartment buildings, the charge and fee of one thousand dollars ($1,000.00) with costs and expenses extraordinary shall be exacted plus the added charge and fee of three hundred dollars ($300.00) per each apartment or apartment unit within the building or structure.
(C) All costs and charges hereinabove so set, fixed and established as a “minimum” or “estimated” to effect a tap and install a water metering device or unit, shall be paid by the customer/owner of the property or premises to the city prior to the city’s beginning performance of work and providing materials. Extraordinary costs and expenses incurred, shall be payable by the customer/owner of the property or premises immediately to the city upon receipt of the notice of such additional costs and charges forwarded or tendered by the city to the customer or owner.
