§ 51.101  SEWER RATE SCHEDULE.
   (A)   Basic rates and charges.
      (1)   Each user shall pay a monthly billing charge of $1 in addition to usage charges hereinafter provided.
      (2)   Basic monthly rates. Basic monthly rates for sewer services shall be based, insofar as possible, upon the quantity of water supplied to the respective building or premises as follows:

      (3)   Septic vault cleaners shall pay a fee of $15 for each load (maximum load, 1,500 gallons) discharged into the waste water collection and treatment system.
   (B)   Surcharge. In addition to the basic monthly rates set out above, each residential customer of the municipal sewer system shall be required to pay a surcharge in the amount of $6 per month, and each non-residential customer of the municipal sewer system shall be required to pay a surcharge in the amount of $13.15 per month.
   (C)   Method of billing surcharge.
      (1)   The excessive strength surcharge shall be based on the following formula, with the total applied to the monthly bill of effected users;

      Where formula components are as follows:
         A - Surcharge rate for BOD, in dollars per pound.
         B - Surcharge rate for SS, in dollars per pound.
         C - Surcharge rate for NH3-N1 in dollars per pound.
         D - User’s average BOD concentration, in mg/l.
         E - User’s average SS concentration, in mg/l.
         F - User’s average NH3-N concentration, in mg/l.
         G - User’s monthly flow to sewage works, in 1000 gal.
      (2)   No reduction in sewage service charges, fees, or taxes shall be permitted because of the fact that certain wastes discharged to the sewage works contain less than 200 mg/l of BOD, 200 mg/1 of SS, or 30 mg/l of NH3-N.
   (D)   Minimum sewer rates and charges.
      (1)   The minimum monthly bill for sewer services, including surcharge, to residential customers shall be $39.00 and each customer shall be entitled, in each month, to discharge waste water into the municipal sewer system based upon water usage of 2,000 gallons, or less;
      (2)   And the minimum monthly bill for sewer services, including surcharge, to nonresidential customers shall be $55.53 and each such customer shall be entitled, in each month, to discharge waste water, into the municipal sewer system based upon water usage of 2,000 gallons, or less;
      (3)   Thereafter, each customer, residential or nonresidential, shall be billed at the rate of $13.89 for each 1,000-gallon increment of waste water effluent (water) next consumed or discharged, as the case maybe, into the municipal sewer system in excess of the forgoing 2,000-gallon monthly minimum usage/discharge limit, shall be charged and exacted and be so computed and customer billed under a charge of $1.39 for each 100-gallon increment, or fraction thereof used, or meter-measured, or estimated, as the case may be, all to be exacted and charged for the billing period beginning August 15, 2018.
