The city reserves the right at the recommendation of the Superintendent, or engineers employed by the city, to establish, by majority vote of its Councilmembers present at a regular or special meeting, more stringent limitations or requirements on discharges to the POTW if deemed necessary to comply with the objectives presented in this chapter.
