Any person, firm, corporation, or association refusing to comply with or violating any of the terms, conditions or provisions of this chapter or who shall exercise, follow, pursue or engage in any of the occupations, businesses, trades or professions on which an occupation tax or license fee is charged as a condition for same, without first obtaining a license therefor, shall be deemed guilty of an offense, and each day's violation shall constitute a separate offense; provided, however, that any fines and costs paid on account of the same shall in no way relieve any person, firm or corporation from the payment of any license, tax or fee as herein provided, and shall not impair any other legal right or remedies which the city may have.
