Nothing in this code or any amendment thereto shall affect any act done, any right accrued, any penalty incurred, any suit, prosecution or proceeding pending, or the tenure of office of any person holding office, at the time when this code or any amendment thereto takes effect, nor shall the repeal of any ordinance hereby have the right of reviving any ordinances already repealed or superseded, unless the ordinance containing the amendment or repealer indicates otherwise.
