§ 33.11 ASSESSMENT OF PUBLIC PROPERTY.
   (A)   Whenever all or any part of the cost of public improvements is to be assessed as the property benefited thereby, benefited property owned by the city, county, school district, state and any political subdivision thereof shall be assessed in the same manner as private property. The amount of the assessment shall be paid by the city, school district, county or state, as the case may be; provided, that the cost of the improvements are, in any given case, of the type that may be bonded under this subchapter.
   (B)   In the case of property owned by the state, the amount of the assessment shall be certified by the manager and filed with the State Executive Department as a claim for reference to the Legislative Assembly in the manner provided by state law unless funds for the payment of the assessment have otherwise been provided by law.
