The city’s Planning Commission, upon the approval of the City Council, shall have power and authority to employ consulting advisors on municipal problems, a secretary and such clerks as may be necessary, and to pay for their services and for such other expenses as such Planning Commission may lawfully incur, including the necessary disbursements incurred by its members in the performance of their duties as members of said Planning Commission, out of such funds as are therefore placed at the disposal of the Planning Commission by the City Council.
