(A) There is hereby created the Planning Commission of the city.
(B) The Planning Commission shall consist of three members appointed by the City Council for terms of three years, said terms to be staggered in such a manner that at least one position shall be appointed in each year of three consecutive years.
(C) No member shall be an employee or officer of the city, but the City Administrator shall serve as an ex officio non-voting member.
(D) All members shall be residents of the city.
(E) The Planning Commission shall elect a chairperson and such other officers as it deems necessary.
