A development permit allowing a vacation determined to be quasi-judicial in nature may be granted if the following criteria are met:
(A) The consent of the owners of the requisite area has been obtained;
(B) Notice has been given;
(C) The public interest will not be prejudiced by the vacation; and
(D) The vacation is consistent with and promotes the objectives of the Comprehensive Plan, this chapter and the Standards Document.
