An application is deemed complete for purposes of this chapter in the following circumstances:
(A) If the City Administrator finds the initial application to be complete, the application shall be deemed complete on the thirty-first day after submission;
(B) If the City Administrator requires the submission of missing items and the applicant refuses, in writing, to submit these items, the application shall be deemed complete on the thirty-first day after initial submission;
(C) If the City Administrator requires the submission of missing items and the applicant submits these items within 120 days, the application shall be deemed complete on the date of receipt of these items; and
(D) If the City Administrator requires the submission of the missing items and the applicant does not furnish these items within 120 days, the application shall be deemed complete on the one-hundred- twenty-first day after the applicant was notified to submit the missing items.
