The Planning Commission, upon approval of the City Council, shall have power and authority to employ consulting advice (i.e., Umpqua Regional Council of Governments) on municipal problems. Staff reports shall be presented to the City Administrator and/or the Administrative Assistant or by a professional consultant. Staff shall document and maintain accurate records of the proceedings.
