(A) (1) Land may be used or developed by land division or otherwise, and a structure may be used or developed by construction, reconstruction, alteration, occupancy or otherwise only as this chapter permits.
(2) In addition to complying with the criteria and other provisions within this chapter, each development and use shall comply with the applicable standards set forth in the “Standards Document for the City of Drain”, which is hereby adopted by reference. A copy of the Standards Document shall be kept on file in the office of the City Administrator.
(B) The requirements of this chapter apply to the person undertaking a development or the user of a development and to the person’s successors in interest.
