(A) Rules and regulations of cemeteries are adopted by resolution for use, care, control, management, restriction and protection of both the North and East Municipal Cemeteries.
(B) Between the hours of 30 minutes after sunset and 6:00 a.m. of the succeeding day, no person shall be in a city park unless driving, bicycling, walking or otherwise moving through the park on lawful business within a public street right-of-way or officially designated bicycle path or sidewalk, or authorized to be in the park by the City Administrator or the City Administrator’s designee.
(C) For the purpose of this section, CITY PARK is defined to be Anna Drain Park and swimming pool area, the City Civic Center area and the Grant Levins Pavilion and Covered Bridge areas.
(D) Upon finding it to be in the public interest and consistent with city goals and policies, the City Council may, by motion, exempt a special event from the prohibitions of division (B) above. The motion shall specify the period of time and the location covered by the exemption.
