Except in a case of an actual emergency, public notice of all meetings must be given at least 24 hours in advance.
(A) This notice shall be reasonably calculated to give actual notice to interested persons of the time and place for holding the meeting.
(B) Notice shall be deemed to be sufficient if it is published in a newspaper of general circulation in the city and/or posted in a conspicuous place in City Hall and the post office, plus on the city’s web site and bill message. The city shall notify by email, fax or phone directly to news media and members of the public who have requested notice of meetings.
(C) In a case of an actual emergency, a meeting may be held upon such notice as is appropriate to the circumstances. The minutes of the meeting must describe the emergency which justified calling the meeting.
