(A) No interment shall be made without a burial permit obtained from the city. The application for interment shall include a written authorization by the person qualified under O.R.S. 97.120.
(B) No burial permit shall be issued unless a burial lot certificate has been obtained and the perpetual care fee has been paid.
(C) No lot shall be used for any purpose other than burial of human remains.
(D) All grave sites containing a casket shall be required to have a one-piece liner (no sectionals), preferably made of reinforced concrete (includes cement vaults and cement grave boxes).
(E) Only one casket per burial lot, however, in the East Cemetery (new and old sections) it is permitted to bury one casket and one urn (urn in a casket, urn in a casket that has been exhumed or urn buried on top of a casket) or two urns per burial lot.
(F) All urns and urn vaults for direct burial shall be made of metal (bronze, copper, aluminum) or durable material that will not decompose or be easily crushed from the weight of equipment.
