The following shall apply for all residential, commercial and industrial customers for water service.
(A) Connection charges. All customers for water service shall pay the water connection charge at the time of application for services in the amount specified by resolution and adopted by City Council.
(B) Deposits. All customers for water service shall pay the deposit or advanced payment charge at the time of application for services and abide by the specific deposit requirements established by resolution and adopted by City Council. No interest shall be paid on deposits or advanced payments.
(C) Lien. If payments are not made, the city may impose a lien on the property.
