(A) A customer or occupant whose utility service has been terminated by the city or temporarily disconnected at the request of the customer shall pay a reconnection charge for restoration of service.
(B) The amount of the reconnection charge shall be specified by resolution of the City Council. Utility service shall not be restored to the occupant who was disconnected until all charges, including interest, penalties and the reconnection charge, have been paid.
(C) (1) As to water and sewer customers, utility service shall not be restored to the customer or occupant until all charges, including interest, penalties and the reconnection charge, have been paid.
(2) As to water and sewer customers, a change of ownership or occupancy of the premises shall not be cause for restoration of service without payment of all charges.
