(A) A measure submitted to the voters pursuant to this code shall take effect only when approved by a majority of the voters voting upon it.
(B) A measure, so long as it is subject to the referendum, shall have no effect.
(C) Of conflicting measures approved by the voters at an election, the one receiving the greater number of affirmative votes shall be paramount.
