Upon receipt of information that a building or other structure constitutes a public nuisance for any one or more of the reasons hereinafter set forth, the Police Chief and/or Fire Chief shall cause to be made an inspection thereof and for that purpose he and his duly designated assistants shall have the powers hereinafter conferred. For the purposes of this section, the said Police Chief and/or Fire Chief may use the Sanitarian from the County Board of Health. If after said inspection it is found that said building constitutes a public nuisance for any one or more of the reasons herein contained, he shall cause to be filed a written report of the condition in the office of the Mayor which shall be a matter of public record and he shall cause a written notice thereof to be served as hereinafter provided. If, however, a preliminary inspection indicates that said building or structure is in such condition that it should be removed, then he shall cause said building to be examined by a Board of Building Standards, or their duly authorized agents, consisting of the Building Inspector, the Fire Chief, and the Sanitarian from the County Board of Health, who after said inspection shall file a written report to be a matter of public record in the Mayor's office. If all the members of said Board of Building Standards concur in finding that said building is a public nuisance which should be removed, then the Clerk shall proceed to give notice as hereinafter provided.
