Upon receipt of a complaint alleging a violation of this chapter, the Property Maintenance Officer is hereby authorized and directed to make inspections to determine the condition of buildings and premises located within the Village in order to determine compliance with these provisions. For the purpose of making such inspections, the Property Maintenance Officer is hereby authorized to enter upon, examine and survey at all reasonable times upon all premises. The owner or tenant of every building, or the person in charge thereof, shall give the Property Maintenance Officer free access to such premises at all reasonable times for the purpose of such inspections, examination and survey.
