1167.07 VEHICLE STORAGE.
   (a)   Residential Districts.
      (1)   Only vehicles intended for personal use shall be parked or stored on any property zoned for residential use. No storage of commercial inventory whatsoever shall be permitted. No inoperative vehicle shall be permitted to be parked or stored out of doors longer than twenty-four (24) hours.
      (2)   To protect the residential character of neighborhoods and the public from the danger and nuisance of large commercial vehicles, the storage or parking of commercial vehicles exceeding 7,000 pounds gross vehicle weight or twenty-five (25) feet in length, including but not limited to tractors, trailers, semi-trailers and trucks, is hereby classified as an industrial use and is prohibited in residential zones except for loading and unloading.
      (3)   No commercial vehicle of any type shall be parked upon any driveway or yard except for emergencies and making deliveries or loadings, temporary stopping for not more than one (1) hour, or to complete a service call.
   (b)   Business and Industrial Districts.
      (1)   In any business or industrial district, customer and employee parking is permitted along with the parking and storing of governmental or commercial vehicles. Inoperative vehicles shall be permitted to be parked or stored only while undergoing repairs at a commercial garage or automobile service station.
      (2)   Outside storage of materials shall only be permitted where specifically authorized by the Planning Commission and in compliance with such standards, conditions, and restrictions as the Commission may require.
   (c)   Except as set forth herein, a violation of this section shall be classified as a minor misdemeanor and shall be punishable by a fine of up to one hundred fifty dollars ($150.00). If an individual or entity has been previously convicted of a violation of this section within one (1) year, any violation of this section shall be classified as a fourth degree misdemeanor, punishable by a fine of up to two hundred fifty dollars ($250.00), thirty (30) days incarceration, or both. If an individual or entity has been previously convicted of two (2) or more violations of this section within one (1) year, any violation of this section shall be classified as a third degree misdemeanor, punishable by a fine of up to five hundred dollars ($500.00), sixty (60) days incarceration, or both.
