Within the BD-Downtown Business District, off-street parking shall be required as set forth above; provided, however, that the Planning Commission may reduce or modify such parking requirements as it may determine as part of the review and approval of a Site Plan pursuant to Chapter 1153 of this Zoning Code. Where upon, the parking requirements for the property shall become those determined by the Planning Commission as set forth on the approved Site Plan, and said requirements shall remain in effect until such time as the use of the property changes or is expanded.
