The required off-street parking for any number of separate uses may be combined in one (1) parking lot provided that such facility or lot contains the total number of required spaces for all of the uses sharing the facility and that a valid legal instrument setting forth rights of access and use and maintenance responsibilities is executed by all parties to such joint uses. Where such joint parking is intended to serve uses with non-overlapping hours of usage, the Planning Commission may, where it deems appropriate, approve a reduction in the total number of required spaces based upon such shared sequential use of spaces.
