1161.01 INTENT AND PURPOSE.
   (a)   Buffers are required to protect uses from adverse impacts caused by uses in other Districts. The intent is to permit land owners several options from which to choose in developing their property, while insuring each neighbor adequate protection regardless of the choice. For the purposes of defining buffer requirements, all land abutting the Village shall be considered as if they were in an R-SF zoning district.
   (b)   The buffer is a strip of land together with the planting required thereon. Both the amount of land and the type and amount of planting specified for each buffer requirement of this Zoning Ordinance are designed to minimize nuisances between adjacent land uses or between a land use and a public street. The planting units required in buffers have been calculated to insure that they do, in fact, function as "buffers". A street shall never be considered a buffer.
