Electrical service, gas mains and other utilities shall be provided within each subdivision. Wherever such facilities are reasonable accessible and available, they may be required to be installed within the area prior to the approval of the final plat. Trees shall be planted outside the street right-of-way. All utilities shall be underground. The minimum depth of any utility line shall be thirty-six (36) inches.
