(a) Council will enter into an exclusive contract for the regular collection of garbage and refuse from the residential units within the corporate boundaries of the Village, but will not cover the collection of garbage, rubbish or trash from any commercial establishment.
(b) The Village will administer this program as a public utility. The administration of the program will be by the Board of Public Affairs.
(c) The contract will be for one year between the Village and the Contractor, and if both parties agree the contract may be extended for an additional four years.
(d) Legal notice will be requested for bids on this exclusive contract, with contract specifications on file at the Village Clerk's office.
(e) The specifications will be for curbside pickup and comingled recycling.
