(a) Due to the problems the Water Department has had with contractors taking water from fire hydrants and causing problems with the water supply, it is recommended that Rule 25 of the Rules and Regulations of the Water Department be enforced and a special permit be issued by the Water Department, and that the contractor shall not fail to obtain said permit before opening a fire hydrant.
(b) The failure of a contractor to obtain a permit before opening a hydrant is guilty of a misdemeanor of the third degree.
