(a) In the event the owner of said property violates the regulations herein, the Mayor or his authorized representative shall give a notice of such violation. Such notice shall be in writing ordering the owner to conform with said regulations within ten days. The notice shall be served upon the owner of the premises either personally or by registered or certified mail addressed to the owner at the last known place of residence.
(b) On failure of the property owner to remove said tree, plant or shrubbery that is in violation of these regulations, the Village shall remove said tree, plant or shrubbery and send the amount of the cost incurred to the property owner, and in the event the same is not paid within thirty days after mailing said notice of costs, then such amount may be certified to the County Auditor for collection, the same as other taxes and assessments are collected.
